Fourth Uyghur American Congress was held on May 29, 2004 in Washington D. C. and elected the fourth term of Board of Directors for UAA.

June 16, 2004 For Immediate Release Contact: Alim Seytoff Phone: (202) 321-2388 Fax: (202) 349-1491 The Uyghur American Association is pleased to announce the successful conclusion of its Uyghur Cultural Gala and Fourth Biannual UAA Congress, which were held on May 28-29 at the Wardman Park Hotel in Washington, DC. The Cultural Gala, co-sponsored by Representatives Tom Lantos (D-CA) and Barney Frank (D-MA), featured Uyghur musicians, singers, and dancers. The evening also featured speeches by Rep. Frank; Erkin Alptekin, President of the World Uyghur Congress; Wu’er Kaixi, Tiananmen Square Student Leader and Uyghur national; Hans Hogrefe, Director of the Congressional Human Rights Caucus; Harry Wu, China human rights activist; former NATO General Riza Bekin, and others. "It was a wonderful evening, I think everyone was amazed by the caliber of performances," Nury Turkel, UAA President said. "Everyone who attended walked away with a true sense of the beauty and humanism of Uyghur culture." The following day, UAA held its Fourth Biannual Congress. At the Congress, the 2002-2004 Board of Directors gave reports about UAA activities during the previous two years. The Congress was culminated with a general election for the board of directors. Nury Turkel, J.D., was reelected to the board as President, Omar Kanat was reelected to the board as Vice-President, Alim Seytoff was reelected to the board as Secretary General. New to the UAA board is Nurmamet, who was elected treasurer. "Overall, the two events were a huge success," Alim Seytoff, General Secretary of UAA said. "UAA members came from all over the US, and Uyghurs came from all over the world to show their support for our organization and discuss strategy for how to improve promote human rights and democracy for Uyghurs."
